Apera Tobiason
Pay-It-Forward Awardee
A former treatment specialist at the Robert M. Greer Center in Enid, Oklahoma, Apera became a whistleblower after witnessing repeated signs of abuse and neglect at the state‑run facility for adults with developmental disabilities. Her courage in exposing the mistreatment helped draw public attention to systemic failures in Oklahoma’s care system and pushed a bipartisan group of state officials, including the governor, to confront long‑overlooked abuses at the facility.
